ITER will never make net usable energy. It wasn’t designed to. It is a research project reactor officially started in 1988, according to Wikipedia.

In 2018, the US DOE estimated the cost to complete construction was $65 billion. (The US is a partner in ITER.) Of course, ITER officials disagreed with the estimate. Mind you, this is just the construction estimate, not research or operations.
ITER seems hell bent on proving that fusion is the energy of the future and always will be.
